MIPPS is a monthly installment payment plan which allows utility customers to make monthly payments on their utility account as opposed to making quarterly payments.

Why use MIPPS? |
Utility invoices are issued every three months. With MIPPS the previous four invoices are split into 12 monthly and affordable payments, with no risk of penalties. |
Who can join MIPPS |
You can join the MIPPS program if: • You have a current utility account that is paid in full • You have no arrears from a previous utility account • You have chequing privileges at a financial institution (bank, trust company or credit union) • Your application is received 2 weeks prior to the first withdrawal date |
When can I apply for MIPPS? |
You can apply at any time provided that your account is paid in full. |
How do payments work? |
Payments are withdrawn on the first banking day of each month. The monthly payment is calculated by dividing the total of your last four utility invoices by 12. Once a year your account is reconciled to the actual water usage and any additional charges. You payments will be adjusted at that time for the upcoming year. |
Do I have to apply each year? |
No. MIPPS is renewed automatically. |
How do I cancel the MIPPS program? |
You must complete and submit the MIPPS Change Form two weeks prior to the next withdrawal date. Once you are no longer on MIPPS all unpaid utility amounts become due and are subject to penalties in accordance with the Water Services Bylaw. Note: The City of Prince Albert can cancel your participation in the MIPPS program if you miss a monthly payment or initiate a “stop payment” at your financial institution. If there is a second instance of a missed payment you will no longer have the option to participate in the program. |
What do I do if my MIPPS payment has been returned NSF? |
You will be required to come to City Hall to make up the missed payment along with the $30 nsf fee. If there is a second occurrence you will no longer have the option to participate in the program. |
How do utility account adjustments affect my MIPPS payment? |
Any additional charges on your account will be reflected the following year when your account is recalculated based on the total of the current year's invoice. |
