Any land owner who would like to rezone their property in order to allow for a certain type of development that may not be allowed otherwise, must follow the requirements of Section 3.16 of the Zoning Bylaw.
Applying
You must complete a zoning bylaw amendment application and include the following:
- A description of the proposed amendment and the reasons for it
- Legal description and civic address of the property
- A description of how the proposed amendment conforms with the Official Community Plan
If you are not the owner of the property, you will need to complete the Owner's Authorization Form.
Your application can be submitted in person at the Community Development Department, 3rd Floor, City Hall, or by email at solutions@citypa.com. Your permit will not be issued until payment has been received.

Application review
We will review your application to ensure it meets the requirements of the Zoning Bylaw and any other bylaws that may apply.
Once your application has met the necessary bylaw requirements, your application will be forwarded to City Council for consideration.
Contract Zoning District
If your proposed development is not listed as a use within the zone the property is located, you may be able to rezone your property as a Contract Zoning District if the development is compatible with adjacent land uses. This would require you to enter into a Contract Zoning Agreement and follow the regulations as listed in Section 11 of the Zoning Bylaw.
