Former Mayor Richard Spencer passed away.

On behalf of the City Council, Prince Albert Mayor Greg Dionne would like to express condolences to the friends and family of a former Mayor of Prince Albert, Richard "Dick" Spencer. "It is with sadness that we learned of Richard's passing," said Mayor Dionne. "He served Prince Albert for almost 30 years as an Alderman, Mayor and Councillor."

Richard Spencer passed away on Saturday, February 18, 2023, at 92.

Richard was dedicated to public service in municipal, provincial, and federal politics. He served as an Alderman from 1960-65 and 1971 until 1979 when he was elected as Mayor of Prince Albert. He served as Mayor until 1988. In 1991 he was elected to Council again until 1994. Richard was Mayor in 1980 when the City officially adopted its flag.

The City flag at City Hall will remain at half-mast until sunset on Monday, February 27^th, 2023.
