Each year streets are identified to be repaved and underground utilities replaced.
Paving Program
The City’s annual $4.4 million Paving and Concrete program is funded through a $204 Roadways Special Tax. As of the end of 2023, 615 blocks of roads were paved in Prince Albert since a dedicated roadway program was established.
Streets identified to have their underground water, sewer or storm mains replaced are also part of the paving program each year. Please see the Utility Replacement Program below for a list of locations.

How do we choose which street is paved? | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
We rank roadways by their Pavement Quality Index, which ranges between 0 and 100. In simplistic terms, zero is no road, 50 is a minimum passing grade, and 100 is a perfectly constructed new roadway.
We then rank roadways by their importance to traffic volumes. We also review underground utilities (such as water mains, sewers and storm sewers) and their condition beneath the roadway. If underground pipes are in poor condition, the roadway will not be repaved until pipe replacements can be arranged as well. |
Utility Replacement Program
Many of the City's underground water, sewer and storm mains are 50-100 years old and have reached the limits of their lifespan. Weak, old pipes are much more susceptible to spontaneous breaks, which are costly to respond to and repair. Consistent funding over the years has meant that important progress has been made in replacing some of the pipes that are in the worst condition.

How do we choose which utilities to replace? | ||||||||||||||||||||||||||||||||||||||||||||||||||||
The water utilities identified for replacement are determined from previous water main break records and identified projects from the Hydraulic System Analysis.
The sewer and storm mains identified for replacement are determined through sewer photography inspections. Sites of interest are identified through the occurrence of repetitive performance problems requiring ongoing maintenance, consistently poor pipe appearing in the video, a history of localized emergency and repair digs at the location or the roadway section is identified as part of the paving program. |
