A new Residency Policy will be on the agenda for consideration at the April 12, 2021 City Council meeting. The Policy as proposed encourages all employees to live within the municipal boundaries of Prince Albert and mandates it for new employees accepting out-of-scope permanent positions. Existing employees with in-scope and out-of-scope positions are exempt from the policy except if hired for the City's most senior administrative positions after the policy is in effect.
The policy formalizes a process to have City Council's residency expectation communicated to prospective employees.
"We want employees to give serious consideration to living in Prince Albert and not immediately look to surrounding communities," said Mayor Greg Dionne. "There is a clause for exemptions to the policy which requires a simple written request for approval."
The new policy is intended to ensure the majority of administration has strong ties to the community and a first-hand appreciation for the needs of residents.
"Our employees are tasked with managing key areas of our operations and make recommendations and implement the policies and processes that affect residents including their water services, garbage pick-up, condition of their roads and tax levels," said Mayor Dionne. "It is reasonable to expect that these same employees have an appreciation for the challenges impacting residents."
To assist with relocating expenses, the report also recommends that the Moving Expenses Policy be amended to increase the reimbursement amounts for employee groups. Up to $10,000 would be permitted for the most senior positions and up to $5,000 for out of scope positions and union positions with specialized educational requirements.
