Permanent Signs

Permanent Sign means a sign which is permanently fixed to the ground with a foundation and includes billboards, fascia and EVM (electronic variable message) signs..

The following must be submitted along with your completed application:

  • the civic address and legal description of the land;
  • a site plan with dimensions showing the location of the sign to the property lines;
  • an engineered drawing and foundation drawing of the sign;
  • the height and area of sign and the height from grade to underside of sign;
  • construction details, material specifications and weight of sign (include on plan);
  • a description and location of any other existing sign (The application will be reviewed to ensure compliance with the Zoning Bylaw);
  • the amount of projection from the face of the building, if applicable; and
  • the dimensions of the building face to which it is to be attached, including structural details.

Billboards and Mini-Billboards

Billboards

Before you submit your permit sign application, please take note of the following regulations (as outlined in section 32 of the sign Zoning Bylaw:

  • Billboards are permitted in the following areas:
    • M1 - Heavy Industrial
    • M3 - Light Industrial
    • Sites listed on Schedule "A" (see Permitted Areas map)
  • The maximum size restrictions are:
    • Standard billboards: 3 meters high x 6.1 meters wide (10 feet x 20 feet)
    • Vertical billboards: 4.88 meters high x 3.66 meters wide (16 feet by 12 feet)
  • Minimum setbacks:
    •  Front yard:  7.5 meters (24 feet)
    • Rear yard: 7.5 meters (24 feet)
    • Side yard: 1.5 meters (5 feet)
  • Maximum total height of the billboard including the pole: 10 meters (32 feet)
  • Minimum height:  5 meters (16 feet)
  • Minimum radius clearance from the edge of the sign:  3 meters (10 feet)
  • The billboard shall be built with a steel frame and held with one single steel post maximum.
  • The billboard shall be a minimum of 90 meters (295 feet) from any other billboards except along highways where billboards shall be a minimum of 250 meters (820 feet) from any other billboards.
  • An engineered drawing and a foundation drawing of sign must accompany the application.
  • Billboards are permitted in most of the M1 – Heavy Industrial and M3 – Light Industrial zones. Specific permitted areas for billboards can be viewed on the Permitted Areas Map (see the link above).

Mini-Billboards

Mini Billboards are permitted in the following:

  • Designated City-owned property;
  • Sites listed on Schedule "A" (see permitted areas map)

The maximum size restrictions are 4.18 square metres or 45 square feet.

Minimum Setbacks are:

  • Front yard: 7.5 metres (24 feet)
  • Rear yard: 7.5 metres (24 feet)
  • Side yard: 1.5 metres (5 feet)

The maximum height including the pole is 6.1 metres (20 feet)

A minimum of 1.5 metres (5 feet) is required from the underside of the billboard to the ground

Must be built on one single steel post with steel frame.


Electronic Variable Message Boards

An electronic variable message board requires approval from City Council. Therefore, you will need to fill out a permanent sign application and submit it to the Planning Department.  Once the Planning Department is satisfied with the application, a report will be forwarded to City Council for approval. It is within the discretion of City Council to approve or deny the sign.
 
Before you submit your application, please take note of the following regulations:
  1. The size must not exceed 11 square metres and the height must not exceed 10.6 metres and must maintain a minimum 1.5 metres of clear viewing area under the sign.
  2. The sign must be set back a minimum of 3 metres from the nearest street or lane and be located on the subject property.
  3. All EVM signs will be required to display public safety broadcasts, such as amber alerts, upon request from the City.
  4. Third Party advertising is not allowed on these signs.
  5. The brightness and message speed of the sign must be adjustable and must be changed upon request from the City’s Development Officer.
  6. Signs must not employ distracting graphics such as strobe effects or explosions.
  7. They may not carry live video feed or any type of audible broadcast.
  8. Signs may only be fascia signage, freestanding, or roof mounted. 
  9. Only one EVM Sign shall be allowed per site.

Enforcement for All Permanent Signs

The owner of a sign found in violation of the zoning bylaw may be found guilty of an offence and liable on summary conviction to:

  • in the case of an individual:
    • to a fine of not more than $2,000
    • in the case of a continuing offence, to an additional fine of not more than $500.00 for each day during which the offence continues
  • in the case of a corporation:
    • to a fine of not more than $5,000
    • in the case of a continuing offence, to an additional fine of not more than $1,000 for each day during which the offence continues.
