Water and Sewage Rates
  • Customers are billed quarterly.
  • Rates are for residential, commercial and industrial accounts.
  • There is no minimum usage charge per billing period.

A typical water bill is made up of five (5) charges as follows::

  1. Water consumption charge
    Users are charged for their actual water use at the rates set by the City.
  2. Sewage treatment charge
    Users are charged a sewage treatment consumption charge at the rates set by the City based on the amount of total water used.
  3. Water capital works charge (fixed amount)
    These funds are used by the City to replace aging infrastructure and to cover capital improvements to the City's water distribution system and the Water Treatment Plant. The charge varies according to the size of your water meter. Most homes have a 5/8" or 3/4" meter.
  4. Sewer capital works charge (fixed amount)
    These funds are used by the City to replace aging infrastructure and cover capital improvements to the City's sanitary sewer system and the Waste Water Treatment Plant. The charge varies according to the size of your water meter. Again, most homes have a 5/8" or 3/4" meter.
  5. Sanitation charge (fixed amount based on type of dwelling)
    Residential and multi-unit dwellings are charged a sanitation fee for garbage collection and disposal.

The new water and sewer rate structure is designed to:

  • Encourage water conservation, especially for high water users,
  • Cover all of the costs of water and wastewater utilities related to operations (treatment, storage, pumpage and distribution/collection systems),
  • Cover costs of  capital projects related to water quality, city growth and regulatory requirements, and
  • Ensure rate fairness among all users.

EXAMPLE OF QUARTERLY CALCULATION

Below is an example of a resident's quarterly water bill.  The water consumption for this resident is 3005 cubic feet (cf).  Since the charge is based on a rate per 100 cf. the usage is expressed as 30.05.

  Water consumption (30.05 x $2.42) $72.72
  Sewage treatment (30.05 x $2.80) $84.14
  Water capital works - 3/4" ($13.67/month x 3 months) $41.01
  Sewer capital works - 3/4" ($11.43/month x 3 months) $34.29
  Sanitation ($13.20 x 3 months) $39.60

CITY OF PRINCE ALBERT SEWER SURCHARGE REDUCTION PROGRAM

City of Prince Albert commercial and industrial water consumers can apply for a reduction on the sewage treatment surcharge.  The reduction applies to the portion of water that is not discharged into the sanitary sewer system.  Please see Section "C" of Bylaw No. 14 of 2010 - Water Services Bylaw which outlines the City of Prince Albert Sewer Surcharge Reduction Program.
