Eco-Industrial Development Park

View information from the
Green Industrial Zone Public Consultation
which took place on Thursday, April 22, 2010.

Situated close to the Prince Albert airport near an abundance of forestry, agricultural and water resources, an eco-industrial development park is being developed. The park itself will be home to environmentally conscious or efficiency based industries or businesses, ideally with one industry or business providing feedstock for another or complimenting the activities of their neighbour. The buildings and park itself will embrace recycling and renewable environmental development, from roadways to landscaping and buildings.

A concept plan for the park will be developed, but the final design will be determined by industry.

It has been shown that communities and businesses that create eco-industrial parks (EIPs) will have a foundation for industrial development that is more competitive, more efficient and cleaner than traditional industrial parks.  In addition, new business niches will be opened for recruitment or incubation of new companies.

Benefits of EIPs

Communities embracing the EIP concept are seeking benefits for all public and private stakeholders.

  • Business derives cost savings and new revenues, shared services, reduced regulatory burden and increased competitiveness.
  • The community enjoys a cleaner, healthier environment, business and job development, an attraction for recruitment and an end to conflict between the economy and the environment.
  • Government receives increased tax revenues, reduced enforcement burden, reduced costs of environmental and health damage and reduced demand on municipal infrastructure.
  • For the environment, there is reduced demand on finite resources, decreased local and global pollution, increased use of renewable enery and materials and an overall renewal of natural systems.

The City of Prince Albert has the opportunity to become a national leader in attracting industry for the production, processing and marketing of high value "green energy" products. A feasibility study indicated that Prince Albert is ideally situated and has the surrounding resources and people to develop a Green Energy Park. Many types of industry may be interested in locating in this park, including developers of:

  • BioMass - plant and animal material, especially agricultural waste products, used as a source of fuel.
  • Biofuels - liquid fuels derived from vegetation:
    • Bioethanol - an alcohol from fermenting sugar components of plants - typically high in starch
    • Biodiesel - made from vegetable oils, animal fats or recycled greases
  • Cogeneration (also combined heat and power, CHP) - is the use of a heat engine or a power station to simultaneously generate both electricity and useful heat. It is one of the most common forms of energy recycling.
  • Clean energy - refers to sustainable energy sources most often regarded as including all renewable sources such as biofuels, solar power, wind power, wave power, geothermal power and tidal power. It usually also includes technologies that improve efficiency.
  • Recycling - of materials, goods and energy to produce consumer goods.

Green Industrial Zone (M5)
A proposed zoning bylaw amendment will see the creation of a Green Industrial Zone (M5) that fosters the development of innovative industrial uses which utilize a high standard of environmental and economic performance.
